New properties of carbon material graphene discovered

ScienceDaily (May 30, 2012) ? Graphene has caused a lot of excitement among scientists since the extremely strong and thin carbon material was discovered in 2004. Just one atom thick, the honeycomb-shaped material has several remarkable properties combining mechanical toughness with superior electrical and thermal conductivity.

Now a group of scientists at Iowa State University, led by physicist Jigang Wang, has shown that graphene has two other properties that could have applications in high-speed telecommunications devices and laser technology -- population inversion of electrons and broadband optical gain.

Wang is an assistant professor in the Department of Physics and Astronomy in the College of Liberal Arts and Sciences at Iowa State University. He also is an associate scientist with the Department of Energy's Ames Laboratory.

Wang's team flashed extremely short laser pulses on graphene. The researchers immediately discovered a new photo-excited graphene state characterized by a broadband population inversion of electrons. Under normal conditions, most electrons would occupy low-energy states and just a few would populate higher-energy states. In population-inverted states, this situation is reversed: more electrons populate higher, rather than lower, energy states. Such population inversions are very rare in nature and can have highly unusual properties. In graphene, the new state produces an optical gain from the infrared to the visible.

Simply stated, optical gain means more visible light comes out than goes in. This can only happen when the gain medium is externally pumped and then stimulated with light (stimulated emission). Wang's discovery could open doors for efficient amplifiers in the telecommunication industry and extremely fast opto-electronics devices.

Graphene as a gain medium for light amplification

"It's very exciting," Wang said. "It opens the possibility of using graphene as a gain medium for light amplification. It could be used in making broadband optical amplifiers or high-speed modulators for telecommunications. It even provides implications for development of graphene-based lasers."

Wang's team unveiled its findings in the journal Physical Review Letters on April 16. In addition to Wang, the paper's other authors are Tianq Li, Liang Luo and Junhua Zhang, Iowa State physics graduate students; Miron Hupalo, Ames Laboratory scientist; and Michael Tringides and J?rg Schmalian, Iowa State physics professors and Ames Laboratory scientists.

Wang is a member of the Condensed Matter Physics program at Iowa State and the Ames Laboratory. He and his team conduct optical experiments using laser spectroscopy techniques, from the visible to the mid-infrared and far-infrared spectrum. They use ultrashort laser pulses down to 10 quadrillionths of a second to study the world of nanoscience and correlated electron materials.

In 2004 United Kingdom researchers Andre Geim and Konstantin Novoselov discovered graphene, which led to their winning the 2010 Nobel Prize in Physics. Graphene is a two-dimensional (height and width) material with a growing list of known unique properties. It is a single layer of carbon only one atom thick. The carbon atoms are connected in a hexagonal lattice that looks like a honeycomb. Despite a lack of bulk, graphene is stronger than steel, it conducts electricity as well as copper and conducts heat even better. It is also flexible and nearly transparent.

An understanding gap existed, Wang explained, between the two scientific communities that studied the electronic and photonic properties of graphene. He believed his group could help bridge the gap by elaborating the non-linear optical properties of graphene and understanding the non-equilibrium electronic state. Wang explained that linear optical properties only transmit light -- one light signal comes into a material and one comes out. "The non-linear property can change and modulate the signal, not just transmit it, producing functionality for novel device applications."

Graphene in a highly non-linear state

Wang said other scientists have studied graphene's optical properties, but primarily in the linear regime. His team hypothesized they could generate a new "very unconventional state" of graphene resulting in population inversion and optical gain.

"We were the first group to break new ground, to start looking at it in a highly excited state consisting of extremely dense electrons -- a highly non-linear state. In such a state, graphene has unique properties."

Wang's group started with high-quality graphene monolayers grown by Hupalo and Tringides in the Ames Laboratory. The researchers used an ultrafast laser to "excite" the material's electrons with short pulses of light just 35 femtoseconds long (35 quadrillionths of a second). Through measurements of the photo-induced electronic states, Wang's team found that optical conductivity (or absorption) of the graphene layers changed from positive to negative -- resulting in the optical gain -- when the pump pulse energy was increased above a threshold.

The results indicated that the population inverted state in photoexcited graphene emitted more light than it absorbed. "The absorption was negative. It meant that population inversion is indeed established in the excited graphene and more light came out of the inverted medium than what entered, which is optical gain," Wang said. "The light emitted shows gain of about one percent for a layer a mere one atom thick, a figure on the same order to what's seen in conventional semiconductor optical amplifiers hundreds of times thicker."

The key to the experiments, of course, was creating the highly non-linear state, something "that does not normally exist in thermal equilibrium," Wang said. "You cannot simply put graphene under the light and study it. You have to really excite the electrons with the ultrafast laser pulse and have the knowledge on the threshold behaviors to arrive at such a state."

Wang said a great deal more engineering and materials perfection lies ahead before graphene's full potential for lasers and optical telecommunications is ever realized. "The research clearly shows, though, that lighting up graphenes may produce brighter emissions as well as a bright future," he said.

Greek tragedy: Economic crisis sparks brain drain

"Things are getting worse and worse in Greece. There is no future for the next few years there," says Christos Christoglou, a Greek inspection engineer who moved to Germany to find work.

MAINZ, Germany ??Thousands of well-educated workers are fleeing Greece as the eurozone crisis batters their homeland.

Germany, Europe's economic powerhouse and?a country which has been criticized by many Greeks over its harsh demands for austerity cuts in return for bailout cash, has experienced an influx of young skilled immigrants.

Der Spiegel magazine noted that while Greek newspapers "printed cartoons depicting the Germans as Nazis, concentration camp guards and eurozone imperialists who allow their debtors to bleed to death," the Greeks have kept arriving ??bringing an "anything is better than Athens" attitude with them.

With more than 50 percent of young Greeks out of work, it's not surprising that official statistics show?the number of Greeks who moved to Germany increased 90 percent during 2011.?


Unemployment rates have consistently been shrinking in Germany in recent years and the economy is thriving despite Europe's ongoing financial crisis. Relaxed cross-border employment regulations for member states of the European Union also make Germany an attractive choice for job seekers.?And while Germany is in need of specialized workers, the Greek labor market has little to offer.

"It is virtually impossible to find a job in Greece at the moment,"?says Christos Christoglou, an inspection engineer who took a job at?German chemical and pharmaceutical giant Bayer?at the start of the financial crisis in June 2010. "It is not that there are only very few jobs for young graduates to seek, no, there are none, zero, there is nothing."

A year after moving to Germany, Christoglou's wife Mary and their 5-year old daughter Georgina joined him last summer. The family now lives in a four-bedroom apartment in Leverkusen. They are likely to stay for good.

"My wife, an English teacher, and our daughter, do not speak German yet. But my Mary will soon also try to find a job," Christoglou told NBC News.?"And while, yes, it is quite difficult to be without our close friends and family in Greece, I do not want to waste my six years of intensive studies to find myself without hope for the future."

Christoglou, 38,?says incentives are needed to prevent Greece's well-educated workforce from abandoning the country.

"I know many Greek academics, but also ordinary workers, who have moved to wealthier European countries, like France, the Netherlands or Sweden," he added.

Greek debt woes put Europe on financial knife edge

According to Germany's national statistics office, some 24,000 people left Greece last year to live and work in Germany, almost double the number who did so in 2010. However, Der Spiegel quoted?Hamburg-based immigration expert Vassilis Tsianos as pointing out that those figures did not include people who had not registered with German authorities. Tsianos told the magazine he estimates that 60,000 new Greek immigrants arrived in Germany in 2011.

There was also a significant spike in the number of immigrants relocating to Germany from other economically depressed southern European countries last year, with official statistics showing an increase of 52 percent from Spain, 28 percent from Portugal and 23 percent from Italy.

Until a few weeks ago very few people had heard of him, but Alexis Tsipras could soon be the next Prime Minister of Greece. His anti-austerity stance won his party second place in the recent election, and the forecasts for next month's run-off suggest they could do even better.

The recent arrivals include 27-year-old IT specialist Vasileia Paschali, who decided to bid farewell to Greece's political and economic turmoil and?arrived in the quaint southern German city of Boeblingen nine months ago. She didn't speak a word of German.

"The most difficult thing was learning German, it was terrifying at the beginning,"?Paschali told NBC News.?"Life is so quiet and structured here in Boeblingen, which is quite a contrast to the hectic routine I experienced in Athens."

She responded to a job offer from German engineering development supplier Ruecker, a company which mainly services the automobile and aviation sectors.

Europe told to prep for Greek exit scenario

Wiesbaden-based?Ruecker is?actively recruiting technical engineers?from Greece, Portugal, Spain and Italy, offering them a two-month paid language course followed by an open-ended contract with a guaranteed base salary of about $4,500 per month.

"There are simply not enough qualified applicants on the German market," says Thomas Aukamm, who works for Ruecker's marketing and recruiting department.?"These are investments that we need to make in order to secure the workforce that we work with in the future."

The company has received about 3,500 applications, mainly from southern European countries, and is presently evaluating about 500 of them.

"Even if we could only fill 10 percent of the open positions, we would be very happy," Aukamm added.

Many residents fear that a slow economy is cutting into the number of foreign visitors. NBC's Stephanie Gosk reports.

'Leaving everything behind'
For Paschali, whose parents, 28-year-old brother and other close family members remain in Greece, the move to Germany was not an easy choice.

Paschali already had a job at a local company in Athens, but she was forced to accept a 20 percent pay cut due to the financial crisis.

"Leaving everything behind with an uncertain future was difficult, of course, but I was seeking stability and believe that I can find it here in Germany," says Paschali, who is originally from the rural town of Trikala.

Greeks withdraw $894 million in one day

Greece's national unemployment rate presently stands at nearly 22 percent overall ??German tabloid BILD has depicted Greeks as "lazy" ??and widespread protests against the government's austerity measures continue. However, an estimated 70,000 engineering positions remain unfilled at the moment in Germany.

University graduate Anna Sioki moved to Germany from Greece two years ago. "I was one of the lucky ones because I left at the beginning of the crisis," she says.

"Germany's skilled labor shortage could have severe economic consequences," said Dr. Ina Kayser of the?the German Association of Engineers (VDI). "We estimate that the labor market could face economic losses of up to 7 billion euros, or nearly $10 billion, as a result of, for example, production delays or necessary relocation of production abroad."

Other German business sectors are also starting to look abroad.

Hospitals and private medical practices are also in need of highly trained personnel, especially in Germany's rural areas, where many workers have migrated to cities.

Karl Horn, staff manager at the Rheinhessen Clinic in Alzey, says that health care executives are increasingly looking at the southern European labor market.

"We've already sent out tweets in Spanish to advertise openings at our clinic," Horn said.?

Despite a degree in applied foreign languages,?Anna Sioki was only able to find work at a book store in Thessaloniki after finishing her studies in 2009. She decided to come to Germany two years ago.

A new election is scheduled for June 17, as debate continues over the country's place in the euro zone. NBC's Stephanie Gosk reports.

"I was one of the lucky ones because I left at the beginning of the crisis," the 27-year-old told NBC News.

Her parents were not as fortunate. Sioki's father, an electrician, had to close his shop due to a lack of business and has been unemployed for nearly two years. Her parents now live on a small pension that her mother receives.

"It is pretty bad that all the specialists are going abroad," Sioki self-critically remarked.?"How is Greece supposed to make progress that way? But, I see no other solution for myself and the other young Greeks."

Crews on NM fire prepare to send copters into air

(AP) ? Crews fighting a wildfire in the Gila National Forest in New Mexico planned to take advantage of lighter winds Sunday by building protection lines on key flanks of the blaze and preparing to send water-dropping helicopters into the air for the first time in several days.

The Whitewater-Baldy Complex fire continued to grow, burning more than 122,000 acres, or 191 square miles, by mid-day Sunday and was about two miles away from the privately owned ghost town of Mogollon in southwestern New Mexico.

The town was evacuated Saturday due to extreme winds, but no homes there have been destroyed.

Denise Ottaviano, a spokeswoman for the crew fighting the blaze, said the fire remains active near Mogollon, but the blaze hasn't made a significant push toward the town. Crews were working to build a protection line between Mogollon and the fire's western edge.

The blaze, however, destroyed a dozen homes and several outbuildings on Wednesday in the community of Willow Creek, which remains under evacuation.

Officials say crews were taking measures to protect homes in Willow Creek.

No other communities were threatened.

On Sunday, crews were building protection lines on the fire's western and northern edges and making preparations to send five helicopters into the air to focus on the blaze's hotspots.

For the last several days, high winds have prevented helicopters taking to the air. But winds of 10 to 15 mph on Sunday have prompted crews to search for water supplies for the five helicopters. Officials hoped to get the helicopters in the air later on Sunday.

"That's definitely an improvement to get those helicopters in the air to help the fire fighters on the ground," Ottaviano said.

Zero percent of the fire has been contained.

Despite tamer winds, crews were still contending with extremely dry conditions and are expecting a decrease in humidity.

State officials had warned residents during the Memorial Day weekend to limit outdoor activities, especially if smoke was visible.

Meanwhile in western Colorado, gusty winds have spread two wildfires that have burned more than 7,000 acres and prompted the evacuation of several campgrounds.

Crews were battling a wildfire that has scorched at least 5,000 acres of rugged canyon land north of Paradox near the Colorado-Utah border.

Sheriff's deputies on Saturday evacuated the Buckeye Reservoir area, a popular recreation spot near the Utah border. The Rock Creek and Sinbad Valley areas also were evacuated.

Winds of more than 60 mph fueled a 2,325-acre fire northwest of Pagosa Springs, and several campgrounds in the area have been evacuated.

In California, ground crews with air support were surrounding a stubborn wildfire that has burned through 4,100 acres of grass and brush in rural San Diego County.

CalFire spokeswoman Roxanne Provaznik says the blaze near Shelter Valley is burning away from the town of Julian in steep, rocky terrain. It was 65 percent contained Sunday. No structures were threatened.

Shelter Valley is in an unincorporated area of San Diego County, 12 miles east of Julian, within the boundaries of Anza-Borrego Desert State Park.

An individual?s level of narcissism is displayed not in how many Twitter followers they have, but is more closely correlated to how many Tweets they send about themselves, according to a study by Bruce C. McKinney, Lynne Kelly, & Robert L. Duran in the spring issue of Communications Research Reports, an academic journal. But on Facebook, the opposite holds true: Narcissism was directly correlated with the number of friends a person has on the social network, and not necessarily by the number of status updates they post about their personal lives.

?These findings suggest that Facebook is not dominated by narcissistic millennials, as some have proposed, although, consistent with previous research, those higher on narcissism appear to be driven to amass a larger number of Facebook friends,? the researchers wrote. ?Results suggest that Twitter may be the network of choice for narcissists, which may, in part, account for the substantially lower number of Twitter users, as compared to Facebook users.?

New prostate cancer screening guidelines face a tough sell, study suggests

ScienceDaily (May 26, 2012) ? Recent recommendations from the U.S. Preventive Services Task Force (USPSTF) advising elimination of routine prostate-specific antigen (PSA) screening for prostate cancer in healthy men are likely to encounter serious pushback from primary care physicians, according to results of a survey by Johns Hopkins investigators.

In a survey of 125 primary care doctors, the researchers found that while doctors agreed with older recommendations to curtail routine screening in men over age 75 and among those not expected to live 10 or more years, a large number said they faced significant barriers to stopping PSA testing in men who had been receiving it regularly. The most frequently cited reason by 74.4 percent of physicians was, "My patients expect me to continue getting yearly PSA tests," followed by 66 percent of them who said, "It takes more time to explain why I'm not screening than to just continue screening." More than half of those surveyed in the new study believed that, "By not ordering a PSA, it puts me at risk for malpractice."

The survey was conducted in November 2011, right after draft recommendations were made to end routine screening of all men, but before last week, when the draft recommendations were officially approved.

"It can be very difficult for doctors to break down the belief that all cancer screening tests are invariably good for all people all the time," says Craig E. Pollack, M.D., M.H.S., an assistant professor in the Division of General Internal Medicine at the Johns Hopkins University School of Medicine, and leader of the study published online in the journal Cancer. "Everyone agrees that PSA screening isn't as good as we want it to be. If we had a test that was a slam dunk, it would be different. But now we know that for many men, the benefits may be small and the harms significant."

Each year, more than 33,000 American men die of prostate cancer, and 20 million get the PSA test to detect the disease early.

According to the USPSTF, evidence suggests the potential harms caused by PSA screening of healthy men as a means of identifying prostate cancer outweigh its potential to save lives and that routine annual screening should be eliminated in the healthy. Elevated PSA readings are not necessarily evidence of prostate cancer, and can lead to unnecessary prostate biopsy. In addition, even when biopsies reveal signs of prostate cancer cells, evidence shows that a large proportion will never cause harm, even if left untreated. The disease in older men often progresses slowly so that those who have it frequently die of other causes.

Treatments for prostate cancer can include the removal of the prostate, radiation or other therapies, each of which has the potential to cause serious problems like erectile dysfunction, complete impotence, urinary incontinence or bowel damage. And men who choose to "watch and wait" after elevated PSA readings must live with the anxiety of knowing they have an untreated cancer that could start to progress.

In the new study, Pollack and his colleagues found that while most physicians said they took age and life expectancy into account when deciding to order PSA screening, many also said they had a hard time estimating life expectancy in their patients and could use a better tool. H. Ballentine Carter, M.D., a professor of urology at Johns Hopkins and the senior investigator on the study, is planning to investigate the potential of individualized prostate cancer screening recommendations. Specifically, he and colleagues plan to create a decision-making tool that incorporates age, life expectancy, family history and prior PSA results in order to help doctors and their patients make better choices for prostate cancer screening.

In another report derived from results of Pollack's and Carter's survey, published in April in the Archives of Internal Medicine, the researchers say nearly half of the providers agreed with the new USPSTF recommendations to eliminate routine screening for healthy men. Still, less than two percent said they would no longer order routine PSA screening in response to the draft recommendations; 21.9 percent said they would be much less likely to do so; 38.6 percent said they would be somewhat less likely to do so; and 37.7 percent said they would not change their screening practices.

"Men often expect PSA screening to be part of their annual physical," Pollack says. "To change their minds, we need to address their perceptions about screening, allow time for screening discussions and reduce concerns regarding malpractice litigation."

The studies were supported in part by a Maryland Cigarette Restitution Fund Research Grant to Johns Hopkins.

"I've lived under Gamal Abdel-Nasser, Anwar Sadat, and Hosni Mubarak," Mahmoud Ahmed, a 70-year old businessman, said, listing Egypt's last three presidents as he waited to vote in the impoverished Cairo district of Basateen.

"What we want to see is someone with the firmness of Nasser, the political skills of Sadat," he said.

"And nothing at all from Mubarak."

He said he wants the next president's priority to hold a "real" trial for Mubarak ? reflecting how many Egyptians dismiss the current trial of the ousted leader as a sham.

Mubarak has been on trial for months over charges of corruption and complicity in the killing of nearly 900 protesters during the uprising against him. As the proceedings have dragged on, many have grown skeptical that the trial organized under the military rulers would constitute a fair trial. A verdict is expected on June 2 before the name of a president is announced.

For Yasmine Abdel-Rahman, a 22-year veiled student who was voting in the southern industrial district of Helwan, a religious leader can bring justice. She was voting for the candidate of the Muslim Brotherhood, which was Mubarak's most organized opposition and has seized its place as Egypt's most powerful political movement since his ouster.

"First thing he must do is get back the rights of all the martyrs. Many mothers' hearts are broken," she said.

Ali Ragab, a 27-year old who runs a photo shop in a rundown quarter of Cairo's Maadi neighborhood, agrees. But he thinks only a president that can rival the charisma and populist ideals of Nasser can do the job.

He's voting for Hamdeen Sabahi, a veteran opposition figure under Mubarak who proclaims Nasser as his role model. Sabahi has recently risen in polls, particularly among the working class and younger generations.

"I want a leader like Nasser, who looks after the poor. I wish those days come back," said the dreamy-eyed Ragab, born 15 years after Nasser's death.

"We need a leader that has extraordinary skills, one that has a heart, a big brain, and can play politics. He must be all that," he said as he helped other voters find their polling station.

Zeinab Nabil, a 28-year old mother, lost two of her triplets because of an unexplainable shortage of incubators in public hospitals. After their premature birth in September 2010, she ran from hospital to hospital for months trying to find incubators and proper care, only to be turned away.

Now she is indebted to the banks for more than $8,000 from the salary of her husband, who works in another city. The only good luck she's had is that her landlord dropped her rent by a third after the revolution because of her economic woes.

"I want the president to spare other people my troubles. I want him to fix the hospitals and provide incubators," she said. "I want him to be just. I want him to walk among us. I want him to be human."

None of the 13 candidates running in the first round is likely to win outright. So a run-off will be held between the top two on June 16-17, with the victor announced June 21.

The president's powers have not yet been defined. The military rulers, the Islamist-dominated parliament and various groups and political parties of liberals and secularists have been locked in a struggle over how to write the constitution that will define Egypt's political system, the role of religion and the place of the military in the future.

The explosive mix of high expectations and a power struggle between political factions will set the tone for the next president's entire term, supposed to be for four years. The stormy transition since Mubarak's fall has piled on even more demands, with some wanting the ruling generals held accountable for mismanagement and violence during the past 16 months.

And the new president will face the constant threat of protests from a politically charged population.

"There is now an open court in Tahrir. No matter who is elected," said Hamdi Abdel-Zaher, a 40 year old accountant, referring to Tahrir Square, the epicenter of the anti-Mubarak uprising and months of protests since against the ruling military.

Fares Kamel, a 42-year old trader in a village on the outskirts of Cairo, said despite the destruction of the image of a pharaoh among Egyptians, many still yearn for it, seeing him as a savior.

"They want to be led," Kamel said. He thinks the president must be "a knight, who has a sword and is not afraid to use it or to die using it. We want someone with dignity, and not a filthy rich man. We don't want a thief."

"We want someone that loves this country, and satisfies people's needs. God be with him."

It is very disappointing to see that political correctness has been allowed to 'tie' with science. How is this any different than things like government quotas for hiring police officers and fire fighters that set different standards for passing the tests based on your race? Science should be blind to things like this, if the best site was in Australia, it should have gone there, if the best site was in South Africa it should have gone there.

The bear necessities

No. 1: When in bear country, don?t do what ?Dora the Explorer? does.

My first instinct was to defend her. Dora also rides in cars driven by squirrels, but she is kind, and, for a cartoon character, she has a good head on her shoulders. When Dora is afraid of something, she runs.

But then I realized my son wasn't talking about cartoon bears. Some of my safety lectures over the years must have hit their target, because the kid was right: Running from bears ? real bears ? is generally a bad idea.

Here in Montana, it's worth giving the matter some thought.

Like moms everywhere, I try to teach my children how to stay safe and healthy. They get lessons on the standard stuff, everything from avoiding alcohol to eating broccoli. But that's not enough. My kids also need to learn how to stay safe in the woods, which start, at least figuratively, just outside our back door.

So my children and I talk about hazards from lightning, hypothermia, fast water, bears, mountain lions, and my least favorite, gravity. Bears and mountain lions get special attention, as you're unlikely to find gravity leaving paw prints in the sand pile next to your children's Tonka trucks or killing a deer at the bottom of your sledding hill.

With the deer incident in mind, I recently checked our state wildlife agency's website for the latest on dealing with large predators. Their policy can't be condensed to one memorable sentence like "stop, drop, and roll." But one warning stands out: Don't run. Running makes us look like prey.

After "don't run," the advice for bear and mountain lion encounters diverges, and I'd encourage you to go straight to the experts if you think you may ever need it. But here's a quick summary: If you come across a mountain lion, pick up your kids, look big, make noise, and ? if necessary ? fight back. A friend who was charged by a mountain lion in Colorado survived unharmed by standing her ground, waving a stick, and yelling.

For bears, the advice gets more complicated. You have to make a few judgments about the bear's state of mind and the circumstances. Is the bear feeling threatened? Hungry? Is it day or night? Are you hiking a trail or lying in your tent? Are you between the mama and her cubs?

Maybe someone will create an app to help determine the correct response, which may consist of using appropriate body language, playing dead, or fighting back. But it would be more effective if smart phones simply carried a large dose of pepper spray.

When threatened, many people go straight for their firearms, especially here in Montana. It's worked for some, but a recent study shows that pepper spray was more effective than firearms overall for people charged by bears.

My husband, a law enforcement ranger, takes a low-key approach when bears are just being annoying but not threatening. Called to a campsite where a large black bear was ransacking a pickup truck, he told the excited campers to put their guns away and asked for a pot and a spoon. He banged on the pot with the spoon, and the bear took off.

So what do I teach my kids about large predators? The first lesson is one for me (and for Dora's parents as well): I need to keep them close while they are growing bigger and becoming more capable of making decisions. In the meantime, I will try to teach them everything ? the whole complicated story.

Dealing with beautiful but sometimes frightening animals like bears and mountain lions has parallels in the rest of life, whether it's a child coping with schoolyard bullies or a politician responding to aggressive foreign nations. When they feel threatened, people shouldn't feel that they have to either run away or jump straight to maximum force.

This is what I will teach my kids about life, not just about wildlife. Don't run if you are slower than whatever's chasing you. Think about your options. Sometimes you should stay still and be quiet. Sometimes you should fight.

And sometimes you should stand tall and bang on a pot with a spoon.

Rooting for regeneration | Public Finance Opinion

Councils need some grow-your-own tools to help promote local regeneration. Extending the community budget pilots nationwide would be a good start

If regeneration was easy, life would be much simpler. Unfortunately that?s not the case, as several decades of centrally-led programmes have shown. Regeneration is incredibly complicated and the challenges to renew each area are very specific to local circumstances.

And of course, successful regeneration is tricky enough when the economy is buoyant, but even more difficult when times are hard. This means that when public agencies embark on regeneration schemes, it?s crucial they are empowered to do so using the best tools available.

Localis? most recent report ? ?Grow Your Own Way? ? looks at what we believe is the key to regeneration in a time of austerity: a locally-driven approach. We have undertaken research into areas that have been successful in their past efforts, analysing case studies from areas including Manchester, Leeds and Pittsburgh and drawing out key success factors.

One of the report?s major findings is that local authorities are ideally placed to develop bespoke responses to different areas? needs and to lead regeneration in their area. Local authorities, we argue, are at the right spatial level to spot local opportunities, develop a project which engages the local community (and thus is more likely to be valued by it), and sit at the heart of brokering a realistic deal in an austere funding environment.

But local authorities need more than just ?true grit? and an understanding of their communities; they also need the financial tools to drive regeneration. We therefore argue that bolder funding mechanisms and local financial freedoms should be granted by government.

This should include an expansion of Tax Incremental Financing, greater support for local asset backed vehicles, continued engagement and encouragement of pension fund investment, and relaxation and support for municipal bond schemes. These are all useful tools that local authorities should be able to utilise in coordinating and funding regeneration programmes from the bottom up.

We also urge that the community budget pilot scheme should be extended nationwide. Through better local coordination and focus, the precious resources of local authorities and other public sector agencies will be better spent on meeting meet local needs.

If critical mass can be achieved through bringing together public assets and service developments, investors might be more likely to jump on board too. The opportunity is there now for local authorities to make their case to government for more powers and responsibilities and, over the course of the next few months, we will see how the government responds to the existing community budget pilots.

Historically, central government funded regeneration programmes have addressed limited objectives and have met mixed success. In reality, they may well be consigned to the past. By contrast, bottom up regeneration projects can more closely represent and safeguard an area?s particular needs and interests. This creates an opportunity for local government.

A responsive and innovative approach to stimulating growth is essential, and local authorities should lead the way.

Question:

What does the South African law say about traffic cops pulling motorists off the road on the RIGHT hand side? If, for example, there is a 4 lane highway with a grass section in the middle, are they allowed to pull motorists over, crossing lanes of traffic, and stop them for whatever real or perceived "crime". I have seen it happening in Gauteng, KZN and Limpopo. It is absolutely not permitted in the UK. It certainly should NOT be allowed here (horrifically dangerous), but is it actually legal here? Thanks

Answer:

The law doesn?t say anything about where a traffic officer may or may not pull anyone over other than that he or she may do so on a public road. I disagree that it is ?absolutely not permitted in the UK? or anywhere else in the world for that matter. If that were so, then delinquent drivers would merely have to ensure that they drive in the outer lane so as to avoid being pulled over for speeding, for example.

I do not disagree that it is dangerous to run across multiple lanes of traffic in order to stop a motorist who has committed a traffic offence, however, one needs to ask what else could/should be done? Should those who break traffic laws simply be allowed to continue doing so, thereby endangering motorists who do obey traffic laws? Should we have high speed chases al la Hollywood style action movies? Or should we have traffic cops simply sitting in the bushes and on the medians taking photographs of passing speedsters, thereby allowing them to continue speeding as is currently the case in jurisdictions like Johannesburg?

Purely from a road safety perspective, I for one would way prefer for speedsters to be pulled over immediately, thereby stopping them from speeding and endangering others, and if they happen to be in the outer lane of a freeway ? which is actually the most logical place for them to be ? and can be pulled over onto the grass median safely, then I?m all for it. It would be sensible however for such exercises to involve traffic police on both sides of the single direction of freeway, so as to avoid the need to run across lanes. But one thing is for sure ? physical policing beats covert fine revenue generation any day.
